If you run an SME in Singapore, WhatsApp is probably already where your customers are talking to you. The problem isn't getting them to message you. It's that the messages arrive at 11pm, on Sundays, during Chinese New Year, and while your one admin person is on medical leave.
This guide covers the software that answers those messages for you — what each tool actually does, what it costs once you add in Meta's fees, and which one fits which kind of business.

Before you compare anything: understand the two-layer cost
Almost every SME that gets surprised by their WhatsApp bill made the same mistake — they compared software subscription prices and ignored the layer underneath.
Layer 1 — Meta. WhatsApp Business Platform access is free. You pay per message.
Meta switched from conversation-based to per-message billing on 1 July 2025. Since then:
- Service messages — your replies inside the 24-hour window after a customer messages you — are free
- Template messages you initiate (marketing, utility, authentication) are charged per message, priced by the recipient's country
- Rates update roughly quarterly
For a business doing mostly inbound support — customers message you, you answer — Meta's cost today is close to zero.
Watch this: there are credible reports that from 1 October 2026, service messages and in-window utility messages become chargeable. Verify against Meta's own pricing documentation before you build a business case on free inbound. If accurate, it changes the economics of high-volume support meaningfully.
Layer 2 — the software. This is your monthly subscription: the inbox, the AI, the automation builder, the analytics.
The hidden third layer — markup. Several platforms add their own margin on top of Meta's per-message rates, typically US$0.003–0.010 per message for larger providers. On low volume this is invisible. At 50,000 messages a month it isn't. Always ask a vendor directly: "Do you mark up Meta's message rates?" A straight answer is a good sign.
What actually matters when you're choosing
Skip the feature-count comparisons. For a Singapore SME, five things decide whether the tool works:
1. Can the AI answer from your own information? An AI that only follows a decision tree you built is a flowchart with better marketing. You want one that reads your website, price list, FAQs and SOPs, and answers from them. The setup difference is days versus hours.
2. Human handoff that actually works. Every conversation needs a state: bot-handled or human-handled. Your staff must be able to take over mid-conversation, and hand back. Without this, the bot either answers everything badly or you disable it. Ask to see the handoff in a live demo, not a screenshot.
3. What happens when the AI doesn't know. The failure mode that costs you customers isn't "the bot couldn't answer." It's "the bot confidently made something up about your refund policy." Ask each vendor how their system handles low-confidence answers. If the answer is vague, that's your answer.
4. Total monthly cost at your actual volume. Not the entry price. Take your real numbers — contacts, messages, agent seats — and get a quote. Several platforms price on Monthly Active Contacts, which means your bill grows with your customer base whether or not those customers cost you anything to serve.
5. Support in your timezone. A platform headquartered in the US with email-only support is a different experience from one with a team in Asia when your WhatsApp line goes down on a Saturday morning.
The tools

Best for: growing teams running conversations across several channels, not just WhatsApp.
Singapore-founded and the most established name in this space regionally. Handles WhatsApp alongside Instagram, Facebook, LINE, Viber, Telegram and SMS from one inbox. Strong workflow automation, mature routing, and good analytics. Reviewers consistently rate it highly on ease of use and support quality.
Pricing: Starter from around US$99/month (or ~US$79 on annual billing); Growth around US$159/month annual.
Watch out for: WhatsApp broadcasts are not included on the entry Starter plan — you need to move up a tier for that, which catches people out. Also more platform than a five-person business usually needs.
Wati
Best for: WhatsApp-only businesses that want broadcasts and basic automation at the lowest entry price.
Purpose-built for WhatsApp with a shared inbox, no-code chatbot builder and broadcast tooling. Popular with smaller merchants. Simpler to get started with than the omnichannel platforms.
Pricing: entry plans reported from around US$59/month, Pro from around US$99/month.
Watch out for: applies a markup on Meta's API charges and requires pre-purchasing message credits. AI capability comes through add-ons that increase cost as you scale. WhatsApp and Instagram only — no web chat.
SleekFlow
Best for: businesses in Asia wanting broad channel coverage including WeChat and LINE.
Hong Kong-based with strong regional presence. Covers WhatsApp, Messenger, Instagram, TikTok, WeChat, LINE, Telegram, Viber and SMS. Native integrations with HubSpot, Salesforce and Shopify. Their AI agent works from your knowledge sources.
Pricing: a free tier exists; the Premium AI plan is around US$399/month including 5 users. Pricing is based on Monthly Active Contacts and varies by region.
Watch out for: the jump from free to Premium is steep. MAC-based pricing means costs scale with contact volume. Some user reports mention bugs and features not matching the marketing — worth pressing on in a trial.
Intercom
Best for: SaaS and tech companies that already run Intercom for web support and want to add WhatsApp.
Genuinely capable AI (Fin), excellent product, deep integrations. If you're already an Intercom customer, adding WhatsApp is the path of least resistance.
Pricing: seat-based plus roughly US$0.99 per AI resolution.
Watch out for: per-resolution AI pricing gets expensive fast at consumer support volumes. Built for software companies rather than tuition centres or clinics. Most Singapore SMEs will find this over-specified and overpriced.
ManyChat
Best for: businesses whose primary channel is Instagram DMs with WhatsApp as secondary.
Strong on social messaging automation and comment-to-DM flows. If your leads come from Instagram, this is built for that motion.
Watch out for: WhatsApp is not the centre of the product. AI depth is limited compared to purpose-built tools. Better described as a social automation tool than a customer support platform.
Twilio
Best for: teams with a developer who wants to build exactly what they want.
Raw API access with no markup and complete control. If you have engineering capacity, this is the most flexible and often the cheapest at scale.
Watch out for: there is no product here. No inbox, no AI, no dashboard — you build all of it. For an SME without a developer this is not a real option.

The Singapore-specific things nobody's guide mentions
PDPA applies to your WhatsApp marketing. Inbound support is fine — a customer messaging you is consent enough for that conversation. But the moment you send broadcasts or promotional templates, you're in Personal Data Protection Act territory: you need consent to send marketing messages, and the Do Not Call provisions apply to numbers on the DNC Registry. Check whether your platform can screen against DNC before you send. Several can't, and the penalties are real.
You'll be billed in USD. Almost every platform here prices in US dollars. Budget for FX and card fees on top — it's typically 3–4% you didn't plan for.
You need a dedicated number. A number on the WhatsApp Business Platform cannot simultaneously be used in the WhatsApp Business app or consumer WhatsApp. Don't use your personal number. A prepaid or SIM-only line from any local telco costs around S$120/year and stays permanently yours. Set up auto-billing so it can't lapse — if the number is recycled, you lose the WhatsApp Business Account attached to it.
Meta business verification takes time. You'll need your ACRA business profile, and your business name, website and email must match each other exactly. It commonly takes several days and can bounce on document mismatches. Start it before you need it, not when you're ready to launch.
What this actually costs: a worked example
A tuition centre in Singapore. Roughly 800 parent enquiries a month, mostly inbound. Two staff who need inbox access. Occasional broadcasts for term registration.
- Meta message fees: near zero today for inbound service messages. Term-start broadcasts to 500 parents, priced as utility templates, run a few dollars per campaign.
- Software: somewhere between US$60 and US$160/month depending on platform and tier.
- Phone line: ~S$10/month.
- FX and card fees: 3–4% on the USD subscription.
Realistic total: roughly S$120–260/month.
Compare that to a part-time admin hire at S$1,500–2,500/month, and the case is straightforward — provided the tool actually answers correctly, which is why the trial matters more than the pricing page.

Frequently asked questions
Do I need the WhatsApp Business API, or is the free Business app enough? The free app has no automation hooks at all. If you want a chatbot answering messages, you need the Business Platform (API). If one person is happy answering everything manually from their phone, the free app is genuinely sufficient — don't buy software you don't need.
Can my team still reply manually if I have a bot? Yes, and this is the single most important feature to test. Every good platform maintains a per-conversation state: your staff take over, the bot stops, they hand back when done. Ask to see this working live before you buy.
Can I use ChatGPT directly instead? Not without an integration layer. ChatGPT has no connection to WhatsApp, no conversation state, no handoff, and no knowledge of your business unless you build all of that. That build is the product these platforms sell.
How long does setup take? Meta business verification is the bottleneck — typically several days, sometimes longer. Once verified, connecting a platform and training the AI on your content ranges from a few hours to a couple of weeks depending on the tool.
Will the AI make things up about my business? It can, if it's poorly grounded. Systems that answer strictly from your supplied documents and escalate when confidence is low are much safer than ones running on a general model with a prompt. Test this deliberately during your trial: ask questions your documents don't cover and see what happens.
Can I move to a different platform later? Your WhatsApp Business Account and phone number are yours, and can be migrated between providers. Your chat history and automations usually cannot. Switching is possible but not free.
